The author guides the reader through several major cases starting in the 1990s as a pioneer in the FBI's crisis negotiation unit. Two of these - the Ruby Ridge and Waco sieges - became central to the "patriot" and militia movements. He also describes the standoffs at Talladega federal prison and the freemen's ranch in Montana, among others. Mr Noesner provides insight into the decision-making process and the tension between the negotiation and tactical options - and how that (in Waco) can lead to disastrous outcomes.
(Noesner is portrayed by Michael Shannon in the Netflix documentary "Waco," that also stars Taylor Kitsch as David Koresh.)
