The head of an elite Strike Team (a successful, but corrupt cop) uses dubious but effective crime fighting methods. The other detectives and cops on the force disaprove of the team's methods, while the precinct head is also corrupt. Another detective who understands both sides of the game, provides a much needed balance and rationality to the mix.
