Families as objects to be counted

I had an expectation of this book that was not matched by the contents -- I thought it was going to be about one family, namely the one pictured on the cover! But actually it is a counting book where the things being counted are (undefined) families, beginning with a family of one.
There is a range of skin and hair colors but all the people have exactly the same blobby shape! We are never told who these people are, and the drawings are so stylized that it can be hard to detect what or who is being pictured, so the various combinations of people could include just about anyone. Which maybe is the point. One could imagine anything from members of one extended family to lesbian/gay couples to polyamorous arrangements to parents' new spouses (step-parents and parents).
But then, the illustrations are puzzling in other ways. For example, two adults (or are they) with short hair walk with a child; one of the adults has a mustache and the other has a strangely small hat perched on his/her head. Maybe this is a gay male couple, but maybe it isn't... I am not sure any sort of person wears tiny hats besides clowns. We have no idea who the individuals are because this is a cheering counting rhyme about families, and whether one or ten, they are all one family, .....but therefore, what?
There is no particular conclusion to this thought, but there are lots of groups of people in this book which may be useful if that's all you want.
