"A novella-length exploration of the world of Lock in."
"In the near future--and sooner than you think--a new virus will sweep the globe. At first it will look like the flu, but then we will discover there is something else about it...something we weren't expecting. It will change society forever. No, this isn't another zombie virus. And no, this isn't the apocalypse. It's Haden's syndrome. We'll survive it. But the world will be remade in its image."--Jacket flap.

Unlocked is constructed as a look back at the fictional Haden's disease and the background of Scalzi's excellent novel Lock-In. It's done as reminiscences by a cross-section of characters from ER doctors to key political figures to people in R&D - everyone scrambling for ways to identify and cope with a new, devastating, and puzzling virus.
The beginning is very hospital/medical oriented. Later it moves into becoming more of a look at how the crisis triggered the technological and social developments that are in place for the story of Lock-In.
I recommend reading Lock-In first, and then this one for some expansion of the setting and history of that novel.
Great additional perspective submitted by Susan4Pax -prev. sueij- on June 17, 2020, 9:09pm Scalzi adds an interesting addendum to the Locked In saga with this novella recapping the history of the advent of Haden’s Syndrome. This should definitely be read after the first two Locked In books, as it gives a lot away, but I enjoyed it for how it rounds out the universe of the possible near future that Scalzi creates. This is what great science fiction is: our now, projected into a possible near future. He is a master at it.
